Whole wheat flour is not raw, because the grains get overheated during the grinding process. But even if you grind it yourselves at home, making sure the temperature does not go above 43 C or so, then it would still be a very unhealthy choice and very acid forming.
Any suitable whole grains need to be soaked at least, then sprouted if possible to reduce the anti-nutrients like for example phytic acid which which would otherwise interfere with calcium absorption. Soaked grains are also less acid forming.
Regular oatmeal is not raw. The reason is that fresh raw oats does not keep very well because of the high fat content. It gets rancid.
Quinoa and amaranth are good choices. Millet is also a good alkaline grain.
